Once you reach level 5, you get access to your first Survivalist quest, which occurs naturally in the main questline as you follow it. You'll know you're at the right spot in the storyline since it clearly makes a point of sending you into the wild to build your own camp. Once you've gotten to this point, you can always build a new camp as long as you're not near any named locations.
You simply need even terrain to build on, 1 Flint, and 5 Green Wood to set things up. Designate a space by pressing Y and moving around until the campsite hologram appears white instead of red. Then, once you have the necessary materials, hold E to set it up. Note that you can now recall to this point if you die. Now press R to choose your bait. You can easily find bait out in the wild while harvesting bushes and other resource nodes, but make sure you choose the right type of bait for the right location. Here, you need to hold the left mouse button - yet again - until the little white circle in the center of your fishing reticle fills up all the way clockwise. You can also see a meter that shows you how close to breaking the line you are.
But be careful! If you add too much tension you'll know this because the meter will turn bright red you risk breaking the line. And, if you release the left mouse button for too long, your white circle will return to zero. This is a bit of a balancing act, but the best way to go about this part of the fishing process is by adding as much tension as you can, letting the line rest until your meter turns green again, then adding as much tension as you can until the white circle is filled all the way up.
